Dispute resolution assistance aims to improve investor confidence and support reconstruction efforts after years of conflict
The International Chamber of Commerce (ICC) has announced a new dispute resolution initiative aimed at supporting Syria’s post-conflict economic recovery by improving access to international arbitration services for businesses involved in reconstruction efforts.
Under the initiative, the ICC International Court of Arbitration will provide a 20% reduction in administrative expenses for eligible arbitration cases connected to Syria’s recovery, as the country seeks to rebuild key sectors including infrastructure, energy and transport.
The measure is part of ICC’s broader efforts to assist economies facing exceptional circumstances and follows similar support frameworks introduced in response to conflicts in Ukraine and Lebanon.
Focus on Investment Confidence and Reconstruction
ICC said access to reliable and neutral dispute resolution mechanisms will be important as reconstruction activities expand and businesses become involved in complex projects.
The organization highlighted that trusted arbitration services can help provide greater certainty for investors, manage cross-border commercial disputes and support long-term economic recovery.
ICC Secretary General John W.H. Denton AO said the initiative would help improve access to international dispute resolution services and support Syria’s reintegration into global economic activity.
“For too long, Syria has remained cut off from global markets,” Denton said, adding that the initiative aims to help reduce risks for private investment and facilitate economic engagement.
Support for Local Legal Capacity
As part of the initiative, ICC said it will engage with Syrian legal professionals, public institutions and relevant stakeholders to support capacity building in international dispute resolution.
The organization will also explore cooperation opportunities with national and institutional partners involved in Syria’s reconstruction efforts.
ICC said the programme is designed to help businesses operating in or connected with Syria access arbitration services under ICC Rules, offering structured procedures, enforceable outcomes and legal certainty.
